A PUB in a village on Anglesey has been issued with a Premises Improvement Notice.

Kinmel Arms, Moelfre Bay, Moelfre, has failed to adequately minimise the risk of exposure to Coronavirus at the premise for both customers and staff.

Notices such as these are served under the Public Health (Control of Disease) Act 1984, Schedule 8(1) – The Health Protection (Coronavirus Restrictions) (No.5) (Wales) Regulations 2020 (As Amended).

The premises improvement notice, outlining the decision, states the pub has failed to take reasonable measures to ensure that a distance of two-metres is maintained and have failed to collect contact information for each person and retaining it for 21 days.

The report says: "The basis for my decision is: Failing to undertake a specific assessment of the risk of exposure to coronavirus at the premises, and in doing so consult persons working on the premises or representatives of those persons; Failing to take all reasonable measures to ensure that a distance of two-metres is maintained between any persons on the premises, except between members of a permitted group; Failing to control the use of shared facilities for staff and failing to collect contact information from each person at the premises and retaining it for 21 days.

"This means collecting the person’s name and telephone number, date of visit and arrival and departure time.

"Failing to take specific measures applicable to licensed premises. Where regulation 16(1) applies to a person responsible for premises authorised for the sale or supply of alcohol for consumption on the premises, the measures to be taken by the responsible person include (but are not limited to): Having a person controlling entry to the premises; Requiring customers to be seated in the premises in any place other than at a bar; when ordering food or drink, when being served with food or drink, and when consuming food or drink."

The Premises Improvement Notice requires that within seven days of the date of this notice the pub must:

• Produce and send a copy of a suitable and sufficient Covid-19 risk assessment to

this department.

• Ensure that a distance of two-metres is maintained between any persons on the premises, except between members of a permitted group.

• Control the use of shared facilities for staff. If staff are to take breaks on the premises, this should be in a designated break area which has a cleaning regime included in the Covid-19 risk assessment.

• Collect contact information from each person at the premises and retain it for 21 days. This means collecting the person’s name and telephone number, date of visit and arrival and departure time.

• Ensure customers are seated (anywhere other than at a bar) when ordering food or drink, when being served with food or drink, and when consuming food or drink.
